water utilitiesWater utilities are considered a high risk target for terrorist attacks and pose a unique set of security challenges. An effective security approach for water treatment plants includes a system to deter, detect, delay, and respond to a threat prior to the adversary achieving its objective. Any weakness poses a serious threat that could affect drinking water for thousands of people.

Benchmark measures for a recommended security system to deter a threat or detect and delay the threat until the appropriate response force arrives include:

  • Intrusion detection at perimeter
  • Access control entrance gate
  • Intrusion detection for area between perimeter and facilities
  • Access control, intrusion and video surveillance at gates, transformers, generators, chemical storage, roof, entrance doors, lobby mantrap
  • Interior motion detection
  • Video monitoring at all facility exterior doors, perimeter, hatches, vaults, gates, protected areas

Chlorine bombs are becoming a high-profile weapon of choice for terrorists abroad. Officials at the Department of Homeland Security fear that terrorists might try to copy the tactic, making chlorine tanks at water plants, which range from 150- pound cylinders to 90-ton rail tankers, an obvious target for sabotage or theft.
